Decree No.17-CP of February 24, 1997 of the Government to divide Phu Tien district and establish a number of wards and townships of Hung Yen provincial capital and My Van district, Hung Yen province.

To divide Phu Tien district into Phu Cu and Tien Lu districts. Phu Cu district has a land area of 9,127 hectares, a population of 86,197 and 14 communes. Tien Lu district has a land area of 11,304 hectares, a population of 132,555 and 22 communes.

To establish the wards of Quang Trung, Hien Nam, Hong Chau and Lam Son of Hung Yen provincial capital.

To establish Nhu Quynh township of My Van district on the basis of the total land area and population of Nhu Quynh commune.- (Summary)
