To set up the inter-branch working team which shall assist the Prime Minister in elaborating legal documents applicable to the operation of the Bank for the Poor.

The inter-branch working team shall be directed by Deputy Prime Minister Nguyen Tan Dung.

The inter-branch working team shall have the following tasks and powers:

- To draft legal documents applicable to the operation of the Bank for the Poor, report to the Government or the Prime Minister for consideration and decision on the following issues:

+ Credit policies in support of hunger elimination and poverty alleviation and lending consignment mechanism of the Bank for the Poor;

+ The Prime Minister’s decision on the establishment, organization and operation of the Bank for the Poor;

+ The Regulation on the organization, administration, professional operation process as well as mechanisms and regimes (finance, wage, allowances,…) of the Bank for the Poor;

+ The Charter on operation of the Bank for the Poor;

+ Several other documents at the request of the Prime Minister.

- To gather comments on the draft legal documents from the concerned ministries and branches.

- In the course of study for elaboration of legal documents, to organize conferences and workshops in order to discuss and gather comments from branches, localities, specialists and scientists.

The above-said draft documents must be submitted to the Government or the Prime Minister in the fourth quarter of 2002.- (Summary)
