DECISION No.980/1997/QD-TTg OF NOVEMBER 18, 1997 RATIFYING THE PLANNING FOR SALT PRODUCTION AND CIRCULATION TO THE YEARS 2000-2010

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;

At the proposal of the Ministry of Trade in Report No.1681-TM/KH of April 16, 1997;

Having considered the evaluation by the Ministry of Planning and Investment in Document No.6695-BKH/VPTD of October 23, 1997,

DECIDES:

Article 1.- To ratify the planning for salt production and circulation to the years 2000-2010, with the following main contents:

1. The objectives of the planning:

To work out an overall plan for salt production and circulation throughout the country from now to the year 2010, to ensure the sufficient supply of salt for the daily consumption by people and salt products for the production and export demands.

2. The scale of development of the salt industry:

- By the year 2000, to produce some 1,100,000 tons of kitchen salt and industrial salt of high quality.

- By the year 2010, to achieve an output of 2,000,000 tons of salt and salt products.

3. The salt acreage and major salt-making areas:

a/ To expand and revamp the existing salt fields in North and Central Vietnam and those in South Vietnam which see efficient operation, thus meeting the growing demand of the people for salt in terms of both quantity and quality.

b/ To make efficient use of coastal land, agricultural land with low efficiency in the Central Vietnam provinces to establish new industrial salt establishments equipped with advanced technology, so as to meet the domestic production and export demands.

c/ The acreage of the major salt areas:

- To produce kitchen salt in the North and South Vietnam: About 6,500 hectares.

- To produce industrial salt in the Central Vietnam: About 14,000 hectares, mostly in the following provinces:

+ Ninh Thuan province: About 4,500 hectares;

+ Binh Thuan province: About 3,500 hectares;

+ Quang Nam and Da Nang province: About 3,000 hectares.

4. The total investment ital: estimated at 1,466 billion VND.

5. ital sources:

- ital support from the State budget for the public utility enterprises engaged in the production of kitchen salt and salt makers meeting with many difficulties.

- The self-procured ital of enterprises.

- The credit ital and mobilized ital of organizations and individuals of all economic sectors and foreign ital.

- The self-procured ital of enterprises, credit ital and ital mobilized from domestic and foreign sources shall be used for the industrial salt production.

Article 2.- Organization of implementation:

- To organize the salt production and distribution system under the State's Salt Corporation, to encourage all individuals, units and organizations at the central and local levels and of all economic sectors to engage themselves in the production of kitchen salt, salt for the domestic production and export, and participate in the salt distribution and marketing.

- To build the system of storage at salt fields, the salt distribution reserve stocks and the national salt reserve.

- The Ministry of Trade shall have to direct the Salt Corporation in organizing the circulation of kitchen salt and ensuring the salt distribution reserves as well as the national salt reserve...

- The Salt Corporation shall work out the plan for development and improvement of salt fields and the relevant projects in order to achieve the objectives of the master plan in conformity with the State policy on national industrialization and modernization.

- The Ministry of Trade shall have to study, devise and then submit to the Government the mechanism and policies to support people engaged in the salt production, and coordinate with the concerned ministries and branches and the provincial People's Committees in directing and inspecting the implementation of the ratified master plan.

This Decision takes effect 15 days after its signing.

Article 3.- The ministers, the heads of the ministerial-level agencies and the agencies attached to the Government, the presidents of the People's Committees of the provinces and cities directly under the Central Government and the General Director of the Salt Corporation shall have to implement this Decision.
