DECISION No.86-TTg OF FEBRUARY 5, 1996 OF THE PRIME MINISTER RATIFYING THE MASTER PLAN ON THE DEVELOPMENT OF THE VIETNAM RUBBER INDUSTRY IN THE PERIOD 1996-2005

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;

At the proposal of the Ministry of Agriculture and Foodstuff Industry (now the Ministry of Agriculture and Rural Development) in its official dispatch No.795/NN-KH/CV of April 21, 1995); and the proposal of the Council for Evaluation of State-level Projects in its official dispatch No.3298/UB-TD of September 26, 1995,

DECIDES:

Article 1.- To ratify the master plan on the development of the Vietnam rubber industry in the period 1996-2005 with the following main contents:

1. General objective:

The rubber industry has the responsibility to plant and produce material rubber for export and to meet the requirement of the development of the domestic rubber processing industry .

2. Rubber acreage and output:

The Vietnam Rubber Corporation shall, in coordination with the Ministry of Agriculture and Rural Development and the concerned branches and localities, select suitable regions for rubber planting, the areas to be grown with rubber, so that people in such localities can be correctly directed in their investment activities in conformity with the plan.

- The national area under rubber shall reach 350,000 to 450,000 hectares by the year 2000; and 500,000 to 700,000 hectares by the year 2005.

- The material rubber output shall be around 168,000 tons by the year 2000 and around 330,000-380,000 tons by the year 2005.

3. Investment:

- Forms of investment include: State investment, private investment and joint venture, which are to be made in accordance with one of the two following plans:

+ Plan 1: To achieve 350,000 hectares of rubber by the year 2000 with an investment of about 2,300 billion VND; and 500,000 hectares by the year 2005, with an investment of about 6,200 billion VND.

+ Plan 2: To achieve 450,000 hectares of rubber by the year 2000 with an investment of about 3,400 billion VND; and 700,000 hectares by the year 2005, with an investment of about 9,000 billion VND.

- The Vietnam Rubber Corporation shall adopt an order of priority to invest in projects of high socio-economic efficiency so as to achieve the production plan for each period.

In implementing its plans, the Vietnam Rubber Corporation shall closely coordinate with the local authorities to determine the land fund as well as suitable forms of investment.

4. Capital sources:

Investment capital sources include:

- Capital of the Vietnam Rubber Corporation and rubber companies.

- Capital provided for such programs as: programs 327 and 773, programs on sedentarization, on hunger- elimination and poverty-alleviation, job generation...

- Capital mobilized from organizations and individuals.

- Capital of domestic organizations and individuals, joint ventures, or cooperative organizations .

- Foreign capital, including loans and capital from joint ventures with foreign organizations or individuals.

5. With regard to the environment and natural scenery:

Investments in building rubber regions must always maintain the natural cover and well resolve issues of protecting the environment, historical relics, regional landscapes , and existing forest resources, especially those forests and areas planned for head-water protection forests and special-purpose forests.

Article 2.- Organization of implementation:

The Ministry of Agriculture and Rural Development shall, within its State management function, together with the concerned Ministries and branches and the People's Committees of the provinces or cities directly under the Central Government, organize, guide and inspect the implementation of the State regulations currently in force.

The Vietnam Rubber Corporation shall, within its Organizational and Operational Statute, have the following tasks:

- To conduct research and survey, then elaborate plans for comprehensive development of the rubber industry on the basis of efficient utilization of natural resources including land and other resources.

- To study and establish mechanisms and policies regarding the utilization of land, capital and labor, product marketing, processing industry and diversified development of the rubber industry (including both planting and processing), which shall be submitted to the competent agencies for decision.

- To cooperate with the Ministry of Agriculture and Rural Development, the concerned Ministries and branches, and the People's Committees of the provinces or cities directly under the Central Government in planning and guiding the construction of infrastructre in rubber-growing localities in conformity with the ratified master plan on the overall development of the Vietnam rubber industry.

Article 3.- The Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People's Committees of the concerned provinces or cities directly under the Central Government, the Managing Board and the General Director of the Vietnam Rubber Corporation shall have to implement this Decision.
