THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Decision No.2059-NN/KHCN/QD of August 22, 1997 promulgating the regulation on the forest-fire forecast and warning levels in Tay Nguyen (Central Highlands) ecological region.

The Regulation includes the provisions on the forest-fire prevention and warning levels and orders; the organization of the forest-fire brigades; and the finance for forest fire prevention and combat in Central Highlands ecological region.

There are five forest-fire warning levels from I to V. The forest-fire warning signboard shall be a semicircle with the diameters of 2.5 m for the outer rim and 1.8 m for the inner rim, on a white ground with red border and a rotatable arrow thereon, which may indicate the following warning levels:

Level I: For a low possibility of a forest fire, the arrow shall point to number I

Level II: For a medium possibility of a forest fire, the arrow shall point to number II

Level III: For a possibility of a wide-spread forest fire, the arrow shall point to number III

Level IV: For a high possibility of a big forest fire, the arrow shall point to number IV

Level V: Extremely dangerous with a high possibility of a big forest fire that may occur in all types of forest with a high fire speed, the arrow shall point to number V.

The signboard of the warning levels shall be painted on walls or made of metal or wood and erected along road axes at the forests' edge or gate where there are many passers-by as well as at ranger offices, farms, logging camps..., according to the model provided for by the Ranger Department.

After summing up the situation on forecasts made by the forecast stations, the Central Steering Board for Forest Fire Prevention and Combat shall submit the sum-up report to the Minister of Agriculture and Rural Development for the issue of an alarm decision. Right after obtaining the alarm order, the forest fire prevention and combat steering boards at different levels shall organize the forest-fire prevention and combat in accordance with the provisions of law.- (Summary)
