Promulgated together with this Decision is the Program on dissemination and education of the legislation on post, telecommunications and information technology till 2007, which aims to contribute to raising the effectiveness and efficiency of the elaboration, implementation and perfection of the legislation on post, telecommunications, information technology, electronics, the Internet, wave transmission and broadcasting, and radio frequencies (specialized legislation); to disseminate specialized legislation to people of all strata; raise the roles and responsibilities of agencies in charge of State management over this domain as well as capabilities of officials and public servants in elaborating and implementing the legislation; and create uniform legal bases for building plans and coordination mechanisms, directing and organizing the dissemination and education of specialized legislation, and gradually putting this work into order.

This Decision takes effect 15 days after its publication in the Official Gazette.- (Summary)
