Directive No.351-TTg of May 28, 1996 of the Prime Minister on the prohibition of drunkenness

- All citizens are prohibited from getting drunk in offices, working places, hotels, restaurants, food stalls, in transport means and at public places;

- Children under 16 years of age are prohibited from drinking liquor and beer; juveniles (under 18 years of age) are prohibited from drinking liquor or drinks which are 14 or more percent proof;

- Hotels, restaurants, food stalls... are prohibited from selling liquor and drinks which are 14 or more percent proof to juveniles, and selling liquor and beer to children under 16 years of age. The sale and drinking of liquor and beer in general education schools are strictly forbidden;

- All violations of this Directive shall be subject to discipline, administrative sanctions or examined for penal liability under current law if drunkenness leads to criminal acts. The owners of hotels, restaurants, food stalls... shall have to commit themselves to take necessary measures to prevent their customers from getting drunk; if out of irresponsibility or the purpose of profit making they condone or encourage their customers to drink so much liquor and beer as to get drunk and cause public disorder and commit other law-breaking acts, they shall be held jointly responsible and dealt with as the drunkards;

The Ministers, the Heads of branches and services, the Presidents of the People’s Committees of the provinces and cities directly under the Central Government shall have to coordinate with the Vietnam Fatherland Front and the mass and social organizations in the implementation of this Directive;

This Directive takes effect from June 30, 1996.- (Summary)

The Department for Agricultural and Forest Products Processing and Rural Crafts Development assists the Minister of Agriculture and Rural Development in performing the function of State management over the processing and preservation of agricultural and forest products and the development of rural crafts throughout the country.- (Summary)
