Directive No. 166-TTg of March 19, 1996 of the Prime Minister on the organization of implementation of Decision No.118-TTg of February 27, 1996 of the Prime Minister to help the people with meritorious services to the revolution to improve their housing conditions.

The donation of "houses of gratitude" stated in Article 2 of Decision 118-TTg to the people who participated in revolutionary activities prior to the August 1945 Revolution period is in furtherance of Article 5 of the Ordinance on Preferential Treatment of Revolutionary Activists, Fallen Heroes and their Families, War Invalids, Sick Soldiers, Resistance War Activists and People with Meritorious Services to the Revolution. Houses given as donation or support may come from the existing housing fund (excluding houses which, under current planning, cannot be privately owned) or be newly built houses of the State.

For the deceased revolutionary activists prior to the August 1945 Revolution, the local administration shall consider case by case and make decisions on how to support their next of kin who are still alive (parents, spouses).

The People’s Committees of the provinces and cities directly under the Central Government shall survey and closely monitor the implementation of the policies toward the beneficiaries living in their respective localities so as to work out comprehensive and specific schemes and plans; to ask for guidance from the local Party committees, the People’s Councils, and to consult the local Fatherland Front organization and the Veterans’ Association; to conduct experimentation before large-scale implementation. Should extremely complicated issues arise, they must be reported to the Prime Minister for instruction.- (Summary)
