The Prime Minister instructs:

- To assign the Ministry of Culture and Information to assume the prime responsibility and coordinate with the Ministry of Public Security, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Trade, the Ministry of Finance, the General Department of Tourism and concerned ministries and branches, as well as the People’s Committees of the provinces and centrally-run cities, in conducting the inspection and reorganization of cultural service and cultural-product trading activities nationwide; at the same time to detect, hunt, prevent and eliminate social evils in this field.

- The presidents of the People’s Committees of the provinces and centrally-run cities shall direct the concerned functional agencies in their respective localities to inspect and reorganize the cultural service and cultural-product trading activities in their respective localities.

- The Minister of Culture and Information shall have to organize the review and evaluation of this inspection drive and report it to the Prime Minister before July 30, 2000.- (Summary)
