Decision No.517-TTg of July 11, 1997 on the establishment of Van Hien people-funded university in Ho Chi Minh City. Van Hien university is a tertiary education institution and subject to the State management by the Ministry of Education and Training. The diploma system of Van Hien people-funded university of Ho Chi Minh City pertains to the national diploma system.-
