To set up the Managing Board of the national target program for clean water and rural environmental hygiene in the 2002-2005 period to assist the Prime Minister in organizing, directing and performing simultaneously two tasks of the national target program on clean water and rural environmental hygiene and the national strategy on clean water and rural environmental hygiene till 2020, which are to ensure clean water and to protect agricultural and rural environment.

The Minister of Agriculture and Rural Development shall act as head of the Board.- (Summary)
