ON IMPROVING THE SUPERVISION OF ANIMAL SLAUGHTER AND THE CONTROL OF VETERINARY HYGIENE FOR ANIMAL-BASED FOODS

DIRECTIVE No. 403-TTg ON THE 11TH OF JULY 1995 ON IMPROVING THE SUPERVISION OF ANIMAL SLAUGHTER AND THE CONTROL OF VETERINARY HYGIENE FOR ANIMAL-BASED FOODS

Of late, State management has not been paid due attention with regard to quarantine work, the supervision of animal slaughter, and the control of veterinary hygiene for animal-based foods. The People's Committees at various levels have slackened their management of this work, and have not paid due attention to directing the veterinary organizations under their management to carry out their task as stipulated by the Ordinance on Veterinary Work. The veterinary services at various levels have not worked effectively enough; the slaughter houses and sites throughout the country have repeatedly violated the law on veterinary work, many of them have operated without permission from the authorized level and without the supervision of the veterinary service and tax office. For a long time, the animal-based foods have not been put to veterinary hygiene test, and have been put into circulation without the veterinary service's seal, thus spreading diseases and affecting the health of consumers, particularly in Hanoi and other major cities.

In order to improve this situation, the Prime Minister issues the following directive:

1. The Ministry of Agriculture and Food Industry must immediately consolidate quarantine work, the supervision of animal slaughter, and the control of veterinary hygiene for animal-based foods; direct more closely and check regularly the implementation of the law on veterinary work at various branches and localities; cooperate with the Ministry of Trade in issuing a statute for the practice of trades and in granting licenses for conditional businesses as stipulated by Decree No.2-CP on the 5th of January 1995 of the Government.

2. The People's Committees of the provinces and cities directly under the Central Government under the guidance of the Ministry of Agriculture and Food Industry must direct the implementation of the State regulations on veterinary work. For the time being, they must direct the veterinary services in their localities to inspect the slaughter houses, grant licenses only to those houses which meet the requirements of veterinary hygiene, and resolutely handle any breach of law or those slaughter houses which fail to meet the requirements of veterinary hygiene. All kinds of animal-based foods put on sale on the market must be subject to the control of veterinary hygiene and have a seal for control of animal slaughter from the veterinary service.

3. The Ministry of Trade, the Ministry of Health, the Ministry of Finance, the Ministry of the Interior, and the Ministry of Science, Technology and Environment shall have to cooperate closely with the Ministry of Agriculture and Food Industry to take immediately necessary measures to raise the efficiency of the State management in the supervision of animal slaughter, in the control of veterinary hygiene for animal-based foods, and in the collection of taxes for animal slaughter.

4. The Ministers, the Heads of ministerial-level agencies, the Heads of the agencies attached to the Government, and the Presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to plan and organize the implementation of this Directive in their branches and localities, and report the results to the Government.

The Ministry of Agriculture and Food Industry shall have to monitor the implementation of this Directive, regularly review the situation and report it to the Government.
