Circular No.81-TC/HCSN of December 23, 1996 of the Ministry of Finance guiding the management and use of advertising revenues for investment in the development of Vietnam’s television. Revenues from television advertisement services are State budget revenues which are allowed by the Government to be managed and used by the television in service of its development .
