CIRCULAR No. 39/2002/TT-BTC of April 26, 2002 guiding the management and settlement of State budget capital and the State’s development investment credit capital invested in the construction of population clusters and lines to overcome floods in the Mekong river delta Subject to this Circular are projects and works on building population clusters and lines in the seven Mekong river delta provinces of An Giang, Dong Thap, Long An, Vinh Long, Kien Giang, Tien Giang and Can Tho, comprising base raising (building dwelling houses for people and socio-technical infrastructures) and investment in the construction of technical and social infrastructures. This Circular guides the borrowing of capital from and debt repayment to the Development Assistance Fund; the use of construction investment capital and responsibilities of the concerned agencies.- (Summary)
