This Circular was jointly issued by the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Finance and the Government Commission for Organization and Personnel to guide the implementation of the Government’s Decree No.23/1999/ND-CP of April 15, 1999.- (Summary)
