Circular No.10-BYT/TT of August 20, 1997 guiding the implementation of the National Medical Assistance Project in localities.

The unit implementing national medical assistance project in each province or city directly under the Central Government shall be established by decision of the provincial/municipal People’s Committee and composed of director, deputy-director and members. The director of the unit shall be responsible to the President of the provincial/municipal People’s Committee and the Minister of Health for all activities related to the project.

This Circular guides in details the following contents: the elaboration of plans, the management and supervision, the capital construction, the disbursement and accounting, the training of personnel, the management of essential medicines and medical facilities and equipment.- ( Summary)
