JOINT CIRCULAR No. 416/1999/TTLT/BKH-UBDTMN-TC-XD of April 29, 1999 guiding the investment and construction management of infrastructure projects in mountainous, deep-lying and far-flung communes which meet with great difficulties This Circular shall apply to investment and construction management of infrastructure projects in communes facing great difficulties according to Decision No.135/1998/QD-TTg of July 31, 1998 of the Prime Minister The Circular provides guidance mainly on the investment and construction management mechanism for small-size infrastructure projects in communes facing great difficulties, the construction of which is complicated, requiring the prompt implementation and a special mechanism, suited to the actual capability of officials and peoples of various nationalities in localities.- (Summary)
