This Circular provides for goods and services (including those with prices subsidized by the State) which are ordered by the State and paid by the producing units with the State budget source under the State’s assignment not in form of bidding or auction.

It applies to organizations and individuals that are assigned by the State the task of producing and/or providing goods and services according to the quantity of ordered goods already tested before acceptance by the ordering bodies.

The Circular also prescribes the competence to decide on prices and price subsidies; the payment prices and subsidy levels; as well as inspection and examination of the application of payment prices and subsidy levels.

Its takes effect 15 days after its publication in the Official Gazette and replaces Joint Circular No. 06/TTLB of July 10, 1993 of the Government Pricing Committee and the Finance Ministry guiding the mechanism of management of prices of goods and services entitled to price subsidy policy and ordered with the State budget source in the domains of culture and information health, education and training, and physical training and sports.- (Summary)
