DECISION No. 69/2003/QD-TTg of April 29, 2003 approving the program on building and raising quality of the contingent of State officials and employees, phase I (2003-2005)

The overall objectives of the program on building and raising the quality of the contingent of State officials and employees in the first phase (2003-2005) are to build a contingent of administrative officials and employees with quantity and structure suitable to practical requirements, to step by step set up a contingent of professional and modern public-servants who possess good virtue and high professional capability and are dedicated to the national development cause and the people.

Major contents of the program:

- To carry out overall surveys and evaluation of the contingent of State officials and employees and on that basis, to formulate plannings and plans on training and fostering officials and employees and building a data system for management of officials and employees via computer network.

- To perfect the system of public employeesÂ’ criteria and titles, suitable to practical and professional requirements for each type of public employees as well as the recruitment regime of officials and employees, to implement new regulations on evaluation of, commendation and disciplines towards officials and employees. To determine a rational structure of public employees, suitable to the functions and tasks of various State administrative agencies. To amend the decentralization of responsibility for management of officials and employees. To raise operational capability of agencies and officials engaged in the work of organization and personnel.

- To formulate and implement plans on training and fostering officials and employees engaged in policy making, administrative as well as grassroots officials and employees. To renovate training curriculum contents and methods. To adjust and reorganize the system of establishments training and fostering officials and employees.

- To enhance education of officials and employees in order to raise their sense of responsibility and virtue; to formulate professional ethical criteria applicable to official and employees, then strive to formulate a Law on Official Duties. To enhance order and disciplines in carrying out official duties, boost the fight against bureaucracy and corruption among the State apparatus.

This Program shall be carried out through the following four schemes:

- The first scheme: Overall surveys and evaluation of the contingent of officials and employees.

- The second scheme: Formulating and finalizing institutions for the management of the contingent of officials and employees.

- The third scheme: Training and fostering to raise the quality of the contingent of officials and employees.

- The fourth scheme: Formulating and finalizing the legal framework for the management of officials and employees.

The implementation duration of the program shall comply with the provisions for each scheme. By the end of 2005, the final reviews and evaluation of the implementation results of the program shall be organized and an action program for the second phase (2006-2010) shall be formulated.- (Summary)
