DECREE No DECREE No. 73/2002/ND-CP OF AUGUST 20, 2002 ADDING GOODS AND TRADE SERVICES TO LIST 1 ON GOODS BANNED FROM CIRCULATION AND TRADE SERVICES BANNED FROM PROVISION; AND LIST 3 ON GOODS AND TRADE SERVICES SUBJECT TO CONDITIONAL BUSINESS, ISSUED TOGETHER WITH THE GOVERNMENT’S DECREE No. 11/1999/ND-CP OF MARCH 3, 1999

THE GOVERNMENT

Pursuant to the Law on Organization of the Government of December 25, 2001;

Pursuant to the Commercial Law of May 10, 1997;

Pursuant to the Enterprise Law of June 12, 1999;

At the proposal of the Minister of Aquatic Resources,

DECREES:

Article 1.- To add goods and trade services to List 1 on goods banned from circulation and trade services banned from provision; and List 3 on goods and trade services subject to conditional business, which were issued together with the Government’s Decree No. 11/1999/ND-CP of March 3, 1999, as follows:

1. List 1 "Goods banned from circulation and trade services banned from provision" is supplemented as follows:

11	A number of chemicals, additives, bio-products, environment treatment substances, sterilizing detergents used for the production of aquatic breeds, aquaculture, preservation and processing of aquatic products, and aquatic services, which are not permitted for use in Vietnam	The Ministry of Aquatic Resources

2. List 3 "Goods and trade services subject to conditional business" is supplemented as follows:

Article 2.- This Decree takes implementation effect 15 days after its signing. All the stipulations contrary to this Decree are hereby annulled.

Article 3.- Within 60 days as from the date this Decree takes effect, the Minister of Aquatic Resources shall have to promulgate documents guiding the implementation of this Decree after reaching agreement with the Ministry of Trade.

Article 4.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decree.
