Opinion on the Korea's Third Report underthe Convention on the Rights of the Child
In December 2008, the Commission expressed its opinion on the Third Report prepared
by the Korean government under the Convention on the Rights of the Child(CRC).

It found that the Third Report met formality conditions, but was not sufficient in presenting
difficulties and obstacles to the implementation of the CRC. In particular, the Commission
pointed out that the report did not fully examined actual impacts and implications of laws
and institutions introduced to protect the rights of children and improve human right
conditions of children in Korea. More specifically, it mentioned that there was a gap
between the reality of Korean children and the report content in relation to the principle of
respecting the opinions of children, educational system and policies, punishments, and
strict rules on student hair styles.

In addition, the Commission noted that this report did not specify the budget and
resources spent for protecting the human rights of children and statistical data to
objectively assess human rights conditions of children in Korea.
