Presidential advisory council on education, science and technology act

PRESIDENTIAL ADVISORY COUNCIL ON EDUCATION, SCIENCE AND TECHNOLOGY ACT

Article 1 (Purpose)

The purpose of this Act is to establish the Presidential Advisory Council on Education, Science and Technology to provide advice to the President
on the direction of policies on education and talented persons, technical innovation, etc. and to prescribe matters necessary for the organization,
functions, etc. thereof.

Article 2 (Function)

The Presidential Advisory Council on Education, Science and Technology
(hereinafter referred to as “Advisory Council”) shall provide advice to the
President on the following matters:
1. Matters concerning the direction for mid-term and long-term policies on education and talented persons;
2. Matters concerning system improvements in the fields of policies on
education and talented persons and the development of major policies;
3. Matters concerning strategy for the development of science and technology and direction of major policies for the innovation of national
science and technology and the development of information and manpower;
4. Matters concerning system improvements in the fields of national science
and technology and policies thereon;
5. Other matters the President acknowledges as necessary for the development of policies on education and talented persons and the
development of science and technology, and submits for discussion.

Article 3 (Organization)

(1) The Advisory Council shall be comprised of not more than 15 members,

including one chairperson and one vice chairperson.
(2) The President shall become the chairperson of the Advisory Council and a vice chairperson shall be designated by the chairperson from among its
members.
(3) Members shall be commissioned by the chairperson from among specialists with abundant experience in the fields of policies on education and talented
persons, and in the fields of science and technology; their term of office shall be one year and they may be re-commissioned.

Article 4 (Chairperson)

(1) The chairperson shall call meetings and preside thereover.
(2) The chairperson may have the vice chairperson perform his/her duties as proxy, and when the vice chairperson is unable to perform such duties
of the chairperson due to unavoidable reasons, he/she may designate a person
from among members and have him/her perform such duties as proxy.

Article 5 (Meetings)

(1) Meetings of the Advisory Council shall be attended by all members. (2) The meetings of the Advisory Council shall go into session with a majority
of its members in attendance, and pass resolutions with the approval of a majority of members present.
(3) Where the chairperson acknowledges it necessary, he/she may have the
heads of related agencies or related specialists attend a meeting of the Advisory
Council and make remarks.
(4) Matters necessary for the procedures for convocation and operation of
the Advisory Council shall be prescribed by Presidential Decree.

Article 6 (Councils by Field)

(1) In order to manage matters delegated by the Advisory Council, councils by field may be established within the Advisory Council.
(2) The members of the councils by field shall be designated by the chairperson from among members under Article 3.
(3) Notwithstanding Article 4 (1), the chairperson may designate one person
from among the members of councils by field and have him/her call a meeting of councils by field and preside thereover.
(4) The councils by field shall be comprised of the fields of policies on education
and talented persons and of the fields of science and technology, each council shall have not more than seven members, and matters necessary for operation,
etc. thereof shall be prescribed by Presidential Decree.

Article 7 (Requests, etc. for Cooperation to Related Ministries, etc.) The Advisory Council may, if deemed necessary, request related administ- rative agencies, public organizations, other institutions, organizations, related specialists, etc. to submit data, or collect opinions thereof.

Article 8 (Allowances and Travel Expenses)

The members of the Advisory Council may be paid allowances and reimbursed travel expenses within budget limits.

ADDENDA

Article 1 (Enforcement Date)

This Act shall enter into force three months after the date of its promulgation.
