NATIONAL ACADEMY OF SCIENCES ACT

National Academy of Sciences Act

Article 1 (Purpose)

The purpose of this Act is to establish the National Academy of Sciences of the Republic of Korea (hereinafter referred to as the "National Academy of Sciences") so as to preferentially treat and support scientists who have contributed remarkable achievements for the development of sciences, and to carry out scientific research and projects supporting thereof, contributing to the development of sciences. Article 2 (Functions)

The National Academy of Sciences, a representative institute of scientists in and outside of the country, shall carry out the following matters necessary for the development of sciences:

1. Advise and suggest policies for the promotion of sciences;

2. Conduct and support scientific research;

3. Exchange domestic and overseas sciences and hold scientific events;

4. Award the Prize of the National Academy of Sciences, and

5. Other matters in regard to the promotion of sciences. Article 3 (Organization)

(1) The National Academy of Sciences shall be composed of members of the National Academy of Sciences (hereinafter referred to as the "members"). (2) The number of members shall be 150 members.

(3) The National Academy of Sciences shall have a division of humanities and social sciences and a division of natural sciences, and each division shall have a subdivision in each specialized field.

(4) Each member shall be assigned to one of the subdivisions according to his/her major.

Article 4 (Qualification of Members)

Members shall be citizens of the Republic of Korea, and fall under any of the following paragraphs:

1. A person who has graduated from a college or a school equivalent to or higher under the Education Act, has more than 20 years of scientific research career and remarkable achievements for the development of sciences, or

2. A person who has more than 30 years of scientific research career and remarkable achievements for the development of sciences.

Article 5 (Election of Members)

(1) Members shall be those who are elected by resolution from a meeting of competent sub-committee and approved by the General Meeting after screening of the Member Screening Committee among those recommended by scientific organizations in relevant fields designated by members or the National Academy of Sciences. (2) The matters necessary for the composition of the Member Screening Committee shall be decided by the General Meeting.

Article 6 (The Term of Office of Members)

(1) The term of office of members shall be four years, and members shall be reappointed.

(2) Members provide part-time service.

Article 7 (Treatment on Members)

(1) The State shall treat members preferentially and take actions necessary to utilize their knowledge and experiences.

(2) Members shall be paid remuneration or pension as prescribed by the Presidential Decree.

Article 8 (Election of Chairman and Vice-chairman) (1) The National Academy of Sciences shall have one chairman and vice-chairman respectively.

(2) The chairman and vice-chairman shall be elected at the General Meeting. (3) The terms of office of the chairman and vice-chairman shall be two years, and they may be re-elected for one time only.

Article 9 (Duties of the Chairman and Vice-chairman) (1) The chairman shall administer the affairs of the National Academy of Sciences and represent the National Academy of Sciences.

(2) The vice-chairman shall assist the chairman, and if the chairman unable to perform his duties, the vice-chairman shall act for the chairman. Article 10 (President of Division)

(1) Each division shall have one president who shall be elected from members of the division.

(2) The term of office of the president shall be one year, and he may be re-elected. (3) The president shall manage the affairs of the division where he is assigned to. Article 11 (Chief of Subdivision)

(1) Each subdivision shall have one chief of the subdivision who shall be elected from members of the subdivision.

(2) The term of office of the chief shall be one year, and he may be re-elected. (3) The chief of the subdivision shall manage affairs of the subdivision Article 12 (Meetings)

(1) The meetings of the National Academy of Sciences shall be General Meeting, Meeting of Division and Meeting of Sub-division.

(2) The General Meeting is the highest decision-making body of the National Academy of Sciences, and if the Chairman deems it necessary or more than a third of members request it, the Chairman shall convene the meeting. (3) The meeting of division or subdivision shall, if necessary, be convened by the President of division or Chief of subdivision.

(4) The resolution of meeting shall be adopted by the affirmative vote of a majority of the members at a meeting where the majority of members are present. Article 12-2 (Honorary Members)

(1) Foreigners with outstanding scientific achievements may be appointed as honorary members of the National Academy of Sciences for the purpose of promoting scientific exchanges and collaborations with foreign countries. (2) Matters necessary for the number, qualification, term of office, appointment method and allowances of the honorary members shall be decided by the Presidential Decree.

Article 13 (Support of Scientific Activities)

The State may provide incentive, subsidy or reward for meritorious services to scientists or scientific organizations making utmost efforts in science studies according to the recommendations of the National Academy of Sciences. Article 14 (Awards)

The National Academy of Sciences may award the Prize of the National Academy Sciences to a person who has remarkable scientific achievements from excellent researches on science studies.

Article 15 (Joining International Scientific Organizations) The National Academy of Sciences may join any International Science Organization. Article 16 (Expenses)

Any expenses necessary to enforce this Act shall be paid by the State. Article 17 (Support)

The Minister of Education, Science and Technology shall support the activities of the National Academy of Sciences.

Article 18 (Secretariat)

(1) The National Academy of Sciences shall have a Secretariat. (2) The organization and number of staffs in the Secretariat shall be decided by the Presidential Decree.

Article 19 (Detailed Operation Rules)

Detailed matters necessary to operate the National Academy of Sciences shall be decided by the General Meeting.

Addenda (Government Organization Act) Article 1 (Enforcement date)

This Act shall be entered into force on the date of its promulgation. Provided, ......, among the amended acts under the Article 6, the amended parts of the Act which have been announced before the enforcement of this act but not reached to the enforcement date shall be enforced from the enforcement date of each Act. The articles from 2 to 5 are omitted.

Article 6 (Amendment of Other Laws)

From (1) to <75> omitted.

<76> The parts of the National Academy of Sciences are amended as below. The "The Minister of Education and Human Resources Development" specified in the Article 17 shall be changed to "The Minister of Education, Science and Technology."

From <77> to <760> omitted

The Article 7 is omitted
