This law, which consists of 48 articles in six chapters, is aimed at consolidating the successes gained in the people's economic plans and improving and strengthening them so as to meet new requirements for building a powerful socialist nation.

Chapter I Basis of Law on People's Economic Plans

Article 1

The Law on People 's Economic Plans is a state directive, which scientifically envisages the economic development of the country.

The Law contributes toward developing the people's economy purposefully by strictly establishing a system and order in formulating, endorsing, directing, implementing and summing up people 's economic plans.

Article 2

The DPRK economy is a planned one based on the socialist ownership of the means of production.

The State upgrades the people 's economy according to a plan so as to strengthen the foundations of people 's independent economy and steadily improve the standard of people 's living.

Article 3

It is the consistent policy of the DPRK to manage and operate the people 's economy under centralized and unified guidance.

The State controls the people 's economy in a unified way and manages and operates it according to a unified plan.

Article 4

The people 's economic plan is the basic means to realize a planned management of the socialist economy.

The State strives to maintain rational balance, ensuring a high rate of growth of people's economy to meet the requirements of developing realities.

Article 5

It is an important principle to be adhered to in planning the people 's economy to map out a plan for the people 's economy on the basis of discussions held with the producer masses and make the drawn plan one of their concern.

The State thoroughly carries out the mass line in planning the people 's economy and brings into full play the zeal and initiative of the producer masses.

Article 6

It is a fundamental condition for proportionately and purposefully developing the people's economy to correctly set up plans and precisely implement them.

The State draws up a scientific, realistic and dynamic plan for the people 's economy by taking the socialist law of economy and actual conditions into full consideration, establishes iron discipline for the fulfillment of the plan and makes it prove its effectiveness in the economy.

Article 7

Unified and detailed planning is the socialist planning system and method.

The State realizes the unified and detailed planning of the people 's economy, maintains uniformity in planning and enables the plan to be implemented to the finest details.

Article 8

The State lays a solid material and technical foundation and promotes modernization and scientification in planning the people 's economy.

Article 9

The State correctly establishes a training system for the staff concerned with the people 's economic planning and systematically fosters able cadres and staff.

Chapter II Formulation of People's Economic Plans

Article 10

Formulation of people 's economic plans is the first process in economic activities.

The State planning organs, organizations, enterprises and groups work out outlines of people's economic plans, and develop their planning activities according to them.

Article 11

A State policy is the standard for formulating people's economic plans.

State planning organs, organizations, enterprises and groups formulate economic plans based on the State policy.

Article 12

State planning organs, organizations, enterprises and groups obtain basic information required for mapping out people 's economic plans such as labor supply, facilities, material, utilization standard for funds, actual situation of management, statistics, trends in the development of science, technology and economy, conditions of natural resources and the population.

A people 's economic plan can not be formulated without basic information.

Article 13

State planning organs share an norm (a target figure indicated by upper organs & Ed.) for a people's economic plan with organizations, enterprises and groups.

Sharing of a norm for a people 's economic plan is conducted according to the principle of correctly combining a state demand with the initiative of organizations, enterprises and groups.

Article 14

A people 's economic plan is classified into an immediate plan and a prospective plan.

An immediate plan is formulated on the basis of a prospective plan.

Article 15

State planning organs, organizations, enterprises and groups calculate factors for economic development such as renewal and expansion of fixed productive assets, development of natural resources and scientific and technological development, and establish a prospective plan.

Article 16

The formulation of people 's economic plans begins with collecting target figures (estimated by actual producers).

Organizations, enterprises and groups calculate the possibility of production growth and collect target figures.

Target figures are submitted to upper organizations and state planning organizations.

Article 17

State planning organs study target figures and estimate control figures and submit the latter for endorsement to organs in charge.

The endorsed control figures are returned to organizations, enterprises and groups.

Article 18

Organizations, enterprises and groups develop discussions on a mass basis on the principle of guaranteeing the control figures and draw up a draft for a people 's economic plan and submit it to their upper organs and state planning organs.

State planning organs correctly study the submitted drafts and draw up a draft for the people 's economic plans and submit it to the Cabinet.

Article 19

The people 's economic plan is set up in accordance with norms registered with state planning organs. If new norms are to be set up, organizations, enterprises and groups get them registered with the state planning organs.

Article 20

A norm, which fails to describe in detail required labor, facilities, materials and funds, or ignores scientific and technological deliberation, or is not accompanied by documents of endorsement, can not be reflected in people 's economic plans.

Chapter III Endorsement and Directing of People's Economic Plans

Article 21

Endorsement and the directing of the people 's economic plan is an important task of deliberating, approving and implementing a formulated people 's economic plans, and of transmitting it to lower units.

Cabinet, State planning organs and local administration organs promptly deliberate on and approve the people 's economic plans and transmit them to lower units, which implement it.

Article 22

The Cabinet and local administrative organs submit their formulated plans to the Supreme People 's Assembly or local people 's ccommittees for deliberation.

Article 23

A State people 's economic plan is deliberated on and approved by the SPA.

A State people 's economic plan or its amendment proposal when the SPA is not in session under unavoidable circumstances, are deliberated on and approved by the SPA Presidium.

Article 24

Cabinet, State planning organs and local administrative organs embody their endorsed people 's economic plans classified by period and norm, and transmit them by the end of October to their lower organizations, enterprises and groups.

Article 25

Organizations, enterprises and groups register people 's economic plans if need be with the organs in charge.

An unregistered people 's economic plan does not receive required labor, facilities, materials or funds.

Article 26

State planning organs, organizations, enterprises and groups are required to examine the implementation of their plans in reference to their norms.

Chapter IV Implementation of People's Economic Plans

Article 27

It is a mandatory for organizations, enterprises and groups to precisely implement people 's economic plans.

Organizations, enterprises and groups normalize production, fulfill without fail their daily, monthly, quarterly plans as well as their norms.

Article 28

Those who are directly in charge of implementing the plans are producer masses.

Organizations, enterprises and groups inform the producers of their plans and method of their fulfillment on every occasion.

Article 29

Organizations, enterprises and groups conclude contracts correctly on the basis of their plans.

A contract is implemented without fail.

Article 30

Organs in charge quarterly indicate a monthly norm of a people 's economic plan, and transmit it to the enterprises and groups concerned.

A monthly division of the norm is made within the framework of a quarterly norm of a plan.

Article 31

Organizations, enterprises and groups prepare for implementing their plans.

Production and construction are impossible without preparation.

Article 32

Organizations, enterprises and groups preferentially produce items, which are expected to be exported.

Expected export items in a cooperative production plan are produced and supplied within the first decade of a month.

Article 33

Labor administration organs, material supply organs and financial and banking organs guarantee, from time to time as needed, facilities, materials and funds required to fulfil people 's economic plans.

Facilities and materials are supplied, classified by kind, standard and quality, according to a plan and contract.

Article 34

Organizations, enterprises and groups actively search reserves and rationally utilize them for the implementation of their plans.

Organs in charge correctly mobilize and control additional labor, facilities, materials and funds reserved by organizations, enterprises and groups.

Article 35

The Cabinet and organs in charge correctly establish a production guiding system, grasp the situation concerning the implementation of plans and take countermeasures for it.

Organizations, enterprises and groups report the situation concerning the implementation of their plans every day to their upper organs and State planning organs.

Article 36

No items that are not included in people's economic plans, can be produced.

Organizations, enterprises and groups, which intend to amend people's economic plans under unavoidable circumstances, receive approval from the organ, which endorsed it.

Chapter V Review of Implementation of People's Economic Plans

Article 37

To correctly review the implementation of people's economic plans is an important method of strengthening principle in planning rules and precisely fulfilling plans.

Organizations, enterprises and groups constantly grasp and sum up the implementation of their plans.

Article 38

The situation concerning the implementation of the plans is summed up monthly, quarterly, semi-annually and annually.

Organizations and enterprises also sum up the implementation of their plans.

Article 39

Organizations, enterprises and groups preliminarily sum up the implementation of their plans, take required countermeasures, make a complete summing-up of the implementation of people 's economic plans immediately after conclusion of the plan period and report it to State planning organizations.

Article 40

The standard for assessment of the implementation of people's economic plans is the plans registered with control organs.

Article 41

Organizations, enterprises and groups constantly inform employees of the implementation of their plans.

The implementation of people's economic plans may be publicly announced.

Chapter IV Guidance and Control in Planning People's Economy

Article 42

To strengthen guidance and control in planning the people's economy is a fundamental guarantee for a thorough implementation of plans by the State.

The State correctly establishes a guiding system concerning the plans and strengthens its control and guidance.

Article 43

The guidance in people 's economic plans is conducted by State planning organs under a unified guidance by the Cabinet.

Article 44

State planning organs improve the formulation method of people 's economic plans in accordance with the demand of actual conditions, and extend guidance on the basis of improved methods.

Article 45

Control and guidance in planning the people's economy are conducted by State planning organs and supervisory and control organs.

State planning organs and supervisory and control organs in charge constantly supervise and control matters concerning the formulation, directing, implementation and summing up of people's economic plans.

Article 46

In case items are produced not within the frame work of a predetermined plan, by utilizing labor, facilities, materials and funds induced in a people 's economic plan, the production of such items is suspended, and is not evaluated as results of a plan.

Article 47

In case labor, facilities, materials and funds are misappropriated and abused, organizers concerned are made to compensate for the loss.

Article 48

Those in charge of organizations, enterprises and groups, their staff and individuals who violate this Law and bring severe damage to the people's economic plans, assume administrative and penal responsibilities.
