今日、我が国(くに) : the State[原則], national government[地方公共団体と比較する場合]国には、肝炎ウイルスに感染し、あるいは肝炎に罹患した者が多数存在(そんざい) : existence存在し、肝炎が国内(こくない) : domestic[原則], in Japan[日本国内であることを強調する場合], within the country[外国の国内を意味する場合], within this country[外国の国内を意味する場合]国内最大の感染症となっている。

Today, there are many people who are infected with the : 当該(とうがい)the hepatitis viruses or : 又は(または), 若しくは(もしくは) / A, B, or C, D or Eor who have contract : 契約(けいやく), 契約書(けいやくしょ), 約款(やっかん), 締結(ていけつ), 締結する(ていけつする)contracted hepatitis in Japan : 国内(こくない)[日本国内であることを強調する場合]in Japan, and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand hepatitis is becoming the : 当該(とうがい)the most widespread infectious disease : 疾病(しっぺい), 疾患(しっかん)disease in Japan : 国内(こくない)[日本国内であることを強調する場合]in Japan.

肝炎は、適切な治療を行わないまま放置すると慢性化し、肝硬変、肝がんといったより重篤な疾病(しっぺい) : disease, illness疾病に進行するおそれ(おそれ) : risk of / 個人の権利利益が害されるおそれがないと認められるとき: 公共の利益が著しく阻害されるおそれ, likelihood / 証人が著しく不安又は緊張を覚えるおそれがある: 営業上の利益を侵害され、又は侵害されるおそれがある会社, threat of / 紛争のおそれおそれがあることから、これらの者にとって、将来への不安は計り知れないものがある。

The future anxiety of these people is incalculable, because hepatitis can become chronic and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand progress : 進捗状況(しんちょくじょうきょう), 経過(けいか) / When a period of suspension progresses without rescissionprogress into more severe disease : 疾病(しっぺい), 疾患(しっかん)diseases such : 当該(とうがい)such as cirrhosis or : 又は(または), 若しくは(もしくは) / A, B, or C, D or Eor liver cancer if left without proper : 正当な(せいとうな)[妥当性]proper treatment : 処遇(しょぐう) / the treatment of aided personstreatment.

戦後の医療の進歩、医学的知見(ちけん) : knowledge / 科学的知見, findings知見の積重ね、科学技術(かがくぎじゅつ) : science and technology科学技術の進展により、肝炎の克服に向けた道筋が開かれてきたが、他方で、現在(げんざい) : present現在においても、早期発見や医療へのアクセスにはいまだ解決(かいけつ) : settlement[原則] / 同盟罷業又は作業所閉鎖の事態が、発生したとき又は解決したとき: 国際紛争を解決する手段としては, resolution[紛争解決の場合] / 民事上の紛争の全部又は一部の解決, solution[紛争解決の場合] / 個人情報の取扱いに関する苦情について解決の申出があったとき解決すべき課題が多く、さらには、肝炎ウイルスや肝炎に対する正しい理解が、国民(こくみん) : citizen[原則], national[外国に居住する特定国の国民]国民すべてに定着しているとは言えない。

このような現状(げんじょう) : existing state現状において、肝炎ウイルスの感染者及び(および) : and及び肝炎患者の人権(じんけん) : human rights人権を尊重(そんちょう) : respect尊重しつつ、これらの者に対する良質かつ(かつ) : andかつ適切な医療の提供を確保するなど、肝炎の克服に向けた取組を一層進めていくことが求められている。

In these circumstances : 情状(じょうじょう), 犯情(はんじょう)circumstances, an even greater commitment : 収容(しゅうよう)[刑事施設に収容する場合]commitment to measure : 措置(そち) / control measures, 施策(せさく)[具体的施策]measures to conquer hepatitis by securing high-quality : 品質(ひんしつ)quality and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand appropriate : 処分する(しょぶんする)appropriate medical care : 診療(しんりょう)medical care for carrier : 運送人(うんそうにん)carriers of the : 当該(とうがい)the hepatitis virus, hepatitis patients, or : 又は(または), 若しくは(もしくは) / A, B, or C, D or Eor otherwise : 別段の(べつだんの)[副詞] / provided, however, that, this shall not apply in the case where it is otherwise provided in the articles of incorporationotherwise, while respect : 尊重(そんちょう), 尊重する(そんちょうする)respecting their human rights : 人権(じんけん)human rights, is being sought.

ここに、肝炎対策(たいさく) : countermeasure対策に係る(にかかる) : pertaining to / 当該届出に係る事項に係る施策(せさく) : measure[具体的施策], policy[抽象的施策]施策について、その(その) : his/her[人を指す場合]その基本理念(きほんりねん) : basic principle, fundamental principle基本理念を明らかにするとともに、これを総合的(そうごうてき) : comprehensive総合的に推進する(すいしんする) : promote推進するため、この法律(ほうりつ) : Act[原則], Code[いわゆる法典]法律を制定する(せいていする) : establish, enact制定する。

第一章　総則

Chapter I General Provisions

（目的）

(Purpose)

第一条　この法律は、…を目的とする(このほうりつは、…をもくてきとする) : the purpose of this Act is …この法律は、肝炎対策に関し、基本理念を定め、国、地方公共団体、医療保険者、国民及び医師等の責務を明らかにし、並びに肝炎対策の推進に関する指針の策定について定めるとともに、肝炎対策の基本となる事項を定めることにより、肝炎対策を総合的に推進することを目的とする。

（基本理念）

(Basic Principles)

第二条　肝炎対策(たいさく) : countermeasure対策は、次に掲げる事項(つぎにかかげるじこう) : following matters次に掲げる事項を基本理念(きほんりねん) : basic principle, fundamental principle基本理念として行われなければならない。

Article 2　The hepatitis measure : 措置(そち) / control measures, 施策(せさく)[具体的施策]measures shall be : とする(とする)shall be taken in consideration : 勘案(かんあん) / by taking … into consideration, 配慮(はいりょ), 対価(たいか) / consideration for real rightsconsideration of the : 当該(とうがい)the follow : 付和随行(ふわずいこう), 付和随行する(ふわずいこうする)following basic principle : 基本理念(きほんりねん)basic principles.

一　肝炎に関する専門的、学際的又は(または) : or又は総合的(そうごうてき) : comprehensive総合的な研究を推進する(すいしんする) : promote推進するとともに、肝炎の予防(よぼう) : prevention予防、診断(しんだん) : diagnosis診断、治療等に係る(にかかる) : pertaining to / 当該届出に係る事項に係る技術(ぎじゅつ) : technology, skill技術の向上(こうじょう) : improvement, promotion向上その(その) : his/her[人を指す場合]その他の研究等の成果(せいか) : result成果を普及(ふきゅう) : dissemination普及し、活用(かつよう) : utilization活用し、及び(および) : and及び発展させる(はってんさせる) : develop発展させること。

(i)　to promote : 推進する(すいしんする), 増進する(ぞうしんする), 促進する(そくしんする), 啓発する(けいはつする)promote specialized, interdisciplinary or : 又は(または), 若しくは(もしくは) / A, B, or C, D or Eor comprehensive : 総合的(そうごうてき)comprehensive research concerning hepatitis, and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand to develop : 開発する(かいはつする), 発展させる(はってんさせる)develop, disseminate : 普及させる(ふきゅうさせる)disseminate, and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand exploit technological improvement : 改善(かいぜん), 向上(こうじょう), 増進(ぞうしん)improvements concerning prevention : 防止(ぼうし) / subversive activities prevention act, 予防(よぼう), 防除(ぼうじょ)prevention, diagnosis : 診断(しんだん)diagnosis, and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand treatment : 処遇(しょぐう) / the treatment of aided personstreatment, etc. of hepatitis, and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand other : 別段の(べつだんの)other research result : 成果(せいか), 起因(きいん) / as a result of his work actions or attending to his dutiesresults, etc.;

二　何人(ひと) : person人もその(その) : his/her[人を指す場合]その居住する(きょじゅうする) : reside居住する地域(ちいき) : area, region地域にかかわらず等しく肝炎に係る(にかかる) : pertaining to / 当該届出に係る事項に係る検査(けんさ) : inspection[原則], audit[会計検査] / 会計検査院, examination[身体検査]検査（以下「…」という(いか「…」という) : hereinafter referred to as "…"以下「肝炎検査」という。）を受けることができるようにすること。

(ii)　to make hepatitis examination : 尋問(じんもん), 検定(けんてい), 試験(しけん)[原則], 審査(しんさ)[原則] / application for examination, 検討(けんとう), 検査(けんさ)[身体検査], 取調べ(とりしらべ)[証拠の取調べ]examinations (hereinafter referred to as "hepatitis examination : 尋問(じんもん), 検定(けんてい), 試験(しけん)[原則], 審査(しんさ)[原則] / application for examination, 検討(けんとう), 検査(けんさ)[身体検査], 取調べ(とりしらべ)[証拠の取調べ]examinations") equally accessible to any person : 人(ひと)person regardless of the : 当該(とうがい)the locality where such : 当該(とうがい)such person : 人(ひと)person reside : 居住する(きょじゅうする)resides;

三　肝炎ウイルスの感染者及び(および) : and及び肝炎患者（以下「…」という(いか「…」という) : hereinafter referred to as "…"以下「肝炎患者等」という。）がその(その) : his/her[人を指す場合]その居住する(きょじゅうする) : reside居住する地域(ちいき) : area, region地域にかかわらず等しく適切な肝炎に係る(にかかる) : pertaining to / 当該届出に係る事項に係る医療（以下「…」という(いか「…」という) : hereinafter referred to as "…"以下「肝炎医療」という。）を受けることができるようにすること。

(iii)　to make appropriate : 処分する(しょぶんする)appropriate medical care : 診療(しんりょう)medical care for hepatitis (hereinafter referred to as "hepatitis-related medical care : 診療(しんりょう)medical care") equally accessible to any carrier : 運送人(うんそうにん)carrier of the : 当該(とうがい)the hepatitis virus or : 又は(または), 若しくは(もしくは) / A, B, or C, D or Eor hepatitis patient (hereinafter referred to as "hepatitis patient(s), etc.") regardless of the : 当該(とうがい)the locality where such : 当該(とうがい)such person : 人(ひと)person reside : 居住する(きょじゅうする)resides; and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand

四　前三号(ごう) : item[原則] / 第３号, (i)(ii)(iii)[見出しとして用いる場合]号に係る(にかかる) : pertaining to / 当該届出に係る事項に係る施策(せさく) : measure[具体的施策], policy[抽象的施策]施策を実施するに当たっては、肝炎患者等の人権(じんけん) : human rights人権が尊重(そんちょう) : respect尊重され、肝炎患者等であることを理由に差別(さべつ) : discrimination差別されないように配慮(はいりょ) : consideration配慮するものとする(するものとする) : shallするものとすること。

（国の責務）

(Responsibility of the National Government)

第三条　国(くに) : the State[原則], national government[地方公共団体と比較する場合]国は、前条(ぜんじょう) : immediately preceding Article, the preceding Article前条の基本理念(きほんりねん) : basic principle, fundamental principle基本理念（次条(じじょう) : immediately following Article, the following Article次条において「基本理念(きほんりねん) : basic principle, fundamental principle基本理念」という。）にのっとり、肝炎対策(たいさく) : countermeasure対策を総合的(そうごうてき) : comprehensive総合的に策定(さくてい) : formulation, establishment策定し、及び(および) : and及び実施する責務(せきむ) : responsibility責務を有する。

Article 3　The national government : 国(くに)[地方公共団体と比較する場合]national government shall be : とする(とする)shall be responsible for formulating comprehensive : 総合的(そうごうてき)comprehensive hepatitis measure : 措置(そち) / control measures, 施策(せさく)[具体的施策]measures and : 及び(および), かつ(かつ), 並びに(ならびに) / A and B, C, and Dand implement : 実行する(じっこうする)implementing them in accordance with the : 当該(とうがい)the basic principle : 基本理念(きほんりねん)basic principles prescribed in the preceding Article : 前条(ぜんじょう)the preceding Article (hereinafter referred to as the : 当該(とうがい)the "Basic Principles" in the following Article : 次条(じじょう)the following Article).

（地方公共団体の責務）

(Responsibility of Local Governments)

第四条　地方公共団体(ちほうこうきょうだんたい) : local government, local public entity地方公共団体は、基本理念(きほんりねん) : basic principle, fundamental principle基本理念にのっとり、肝炎対策(たいさく) : countermeasure対策に関し、国(くに) : the State[原則], national government[地方公共団体と比較する場合]国との連携(れんけい) : coordination連携を図りつつ、その(その) : his/her[人を指す場合]その地域(ちいき) : area, region地域の特性に応じた施策(せさく) : measure[具体的施策], policy[抽象的施策]施策を策定(さくてい) : formulation, establishment策定し、及び(および) : and及び実施する責務(せきむ) : responsibility責務を有する。

第六条　国民(こくみん) : citizen[原則], national[外国に居住する特定国の国民]国民は、肝炎に関する正しい知識(ちしき) : knowledge / 専門的知識知識を持ち、肝炎患者等が肝炎患者等であることを理由に差別(さべつ) : discrimination差別されないように配慮する(はいりょする) : consider配慮するとともに、肝炎の予防(よぼう) : prevention予防に必要な注意を払うよう努め、必要に応じ、肝炎検査(けんさ) : inspection[原則], audit[会計検査] / 会計検査院, examination[身体検査]検査を受けるよう努めなければならない。

４　厚生労働(ろうどう) : labor労働大臣は、肝炎対策(たいさく) : countermeasure対策基本指針(ししん) : guideline指針を策定(さくてい) : formulation, establishment策定したときは、遅滞なく(ちたいなく) : without delay遅滞なく、これをインターネットの利用(りよう) : utilization[原則] / 資源の有効な利用: 適正かつ合理的な土地の利用, exploitation[知財関係] / 専用利用権利用その(その) : his/her[人を指す場合]その他適切な方法(ほう) : Act[法律名に使う場合の原則] / 商標法, Code[いわゆる法典] / 民法: 刑法: 商法: 民事訴訟法: 刑事訴訟法, Law[いわゆる一般名称や科目名としての法律]法により公表(こうひょう) : publication, announcement, public announcement, release, disclosure / 研究開発等の状況の公表公表しなければならない(しなければならない) : shallしなければならない。
