The 7th Session of the Standing Committee of the 12th Shanghai Municipal
People' s Congress has, after deliberation of the "Amendment
of Shanghai
Municipality on the Administration of Fuel Gas (Draft)" put forward by the
Municipal People' s Government, decided
to make the following amendments to
the "Regulations of Shanghai Municipality on the Administration of Fuel
Gas" :
1. Amend "The Shanghai Municipal Public Utilities Administration" in
Clause 1, Article 4 as "The Shanghai Municipal Works Administration"
.
Amend "Nanhui County, Fengxian County, Qingpu County, and Chongming County, and
Pudong New Area, and Minghang District, Baoshan
District, Jiading District,
Jinshan District and Songjiang District" in Clause 2 as "Pudong New Area, Minghang
District, Baoshan
District, Jiading District, Jinshan District, Songjiang
District, Nanhui District, Fengxian District, Qingpu District and Chongming
County"
2. Amend Article 8 as: "New construction, conversion and expansion of
fuel gas construction projects shall conform to the fuel gas
development
planning, and shall be carried out after the approval of relevant departments in
accordance with the examination and
approval procedures set by the State and
this Municipality for the constriction projects."
3. Amend Clause 1, Article
11 as: "After completion, the fuel gas project shall, have final acceptance
testing in accordance with
the project scale and relevant provisions set by the
State and this Municipality."
4. Delete the words "Public Works" in Clause 2,
Article 36.
5. Delete Item1 in Article 43.
6. Amend the "Regulations on
Administrative Review" in Clause 1, Article 50 as "Law of the People' s Republic of
China on Administrative
Reconsideration" .
7. Amend all "Municipal Public
Utilities Administration" in the Regulations as "Municipal Works
Administration" .
The present Decision shall become effective upon the date of
publication. The "Regulation of Shanghai Municipality on the Administration
of
Fuel Gas" shall be correspondingly amended and re-promulgated.
