Procedures of the Standing Committee of the People's Congress of Shanghai Municipality With Regard to the Awarding of the Title "Honorary Citizen of Shanghai Municipality"
 

(Adopted at the 33rd Session of the Standing Committee of the 10th People' s Congress of Shanghai Municipality on January 15, 1997, promulgated on January 17, 1997, and implemented on January 15, 1997) These Procedures are formulated in accordance with the provisions of Article 44 of the Organic Law of the Local People' s Congresses and the Local People' s Governments of the People' s Republic of China, to encourage and honor foreigners who have made remarkable contributions to the economic construction and social development of this Municipality or to the establishment of friendly ties between this Municipality and foreign cities.

1. Foreigners who meet any of the following requirements may be awarded the title of Honorary Citizen of Shanghai Municipality: (1) Having made remarkable contributions in promoting friendly exchanges and cooperation with this Municipality, or in establishing and developing the relationship of sister cities with this Municipality; (2) Having made important suggestions in preparing plans for the urban and rural development of this Municipality or in formulating major technological policies, in protecting the environment and resources, in bringing in foreign investment, technology and intellectual resources, or in training management personnel, thus resulting in substantial economic gains or social benefits upon adoption of such suggestions; (3) Having offered important advice to this Municipality with regard to the development of culture, education, public health and social welfare services, or with regard to the major projects of scientific research, production and construction, and technical renovation, resulting in remarkable achievements. 2.. Applications for the awarding of the title "Honorary Citizen of Shanghai Municipality" shall be made by the district or county people' s governments, the departments under the Municipal People' s Government, and other offices at the municipal level. The applications shall first be examined and verified by the Foreign Office of the Municipal People' s Government and approved by the Municipal People' s Government, and then submitted by the Municipal People' s Government to the Standing Committee of the Municipal People' s Congress for the final decision after examination and consideration. 3. The certificate of Honorary Citizen of Shanghai Municipality shall have the following words printed on it: "This is to certify that, by the decision of the 4th Session of the Standing Committee of the 4th People' s Congress of Shanghai Municipality made upon the proposal of the People' s Government of Shanghai Municipality, 4 4 4 has been awarded the title of Honorary Citizen of Shanghai Municipality in recognition of his/her contributions to the economic construction and social development of Shanghai Municipality" . The certificate shall be signed by the mayor. 4. The ceremony for awarding the certificate shall be held by the Municipal People' s Government. 5. These Procedures shall become effective on January 15, 1997. The Shanghai Municipal Foreign Affairs Office shall be responsible for the practical work of the implementation.
