Procedures of Shanghai Municipality on Incentives for Teaching Achievements
 
(Promulgated by the Shanghai Municipal People's Government on April 23, 1998)
    
     Article 1 (Purpose and Basis)
     With a view to rewarding the units and individuals with teaching achievements, encouraging units and individuals to carry on research and reform on education and teaching, and enhancing teaching standards and education quality, the present Procedures are formulated in accordance with Article 12 of the Regulations on Incentives for Teaching Achievements stipulated by the State Council and in light of the actual situations in this Municipality.
     Article 2 (Definition)
     In the present Procedures, teaching achievements mean those educational and teaching schemes that reflect educational and teaching laws, embody creativity, originality and applicability, and generate obvious effects in raising teaching standards, improving education quality and realizing training targets.
     Article 3 (Incentive Grades)
     Teaching achievements at the municipal level shall be classified into four grades, they are: special prize, first prize, second prize and third prize.
     Article 4 (Scope of Application)
     Schools, academic associations and other social organizations of various kinds at different level in this Municipality, teachers and other individuals can apply for teaching achievement prize at the municipal level in compliance with the stipulations of the present Procedures.
     Article 5 (Competent Authorities)
     The Shanghai municipal educational administrative departments (hereinafter referred to as Shanghai educational administrative departments) shall be responsible for organizing and implementing the evaluation, examination, approval and conferment of teaching achievement prizes at the municipal level.
     Article 6 (Requirements for Application)
     Unit or individual with teaching achievement project that meets the following requirements may apply for teaching achievement prizes at the municipal level:
     1. That has been initiated in the country or is advanced in this Municipality;
     2. That has been tried and tested for more than two years of educational and teaching practice and has evident effect; and
     3. That creates municipal or nationwide influence to a certain degree.
     Article 7 (Application Procedures)
     The procedures of applying for teaching achievement prizes at the municipal level are as follows:
     1. Universities and colleges of general education with teaching achievement projects shall apply to the municipal educational administrative departments.
     2. Middle schools and primary schools (including kindergartens) with teaching achievement projects shall apply to their corresponding district or county educational administrative departments (hereinafter referred to as district or county educational administrative departments). District or county educational administrative departments shall recommend to the municipal educational administrative departments on a selective basis after reviewing.
     3. Other schools, academic associations, other social organizations and individuals with teaching achievement projects shall apply to their corresponding competent committees, offices or bureaus or corresponding district or county educational administrative departments. Their corresponding competent committees, offices or bureaus or corresponding district or county educational administrative departments shall recommend to the municipal educational administrative departments on a selective basis after reviewing.
     Article 8 (Materials to be Submitted)
     While applying for teaching achievement prizes at the municipal level the unit or individual shall submit the following documents:
     1. An application for Shanghai teaching achievement prize;
     2. An application form of Shanghai teaching achievement prize;
     3. Academic summaries on teaching achievements or relevant theses published in the newspapers and periodicals approved by the press publishing administrative departments at or above the province, autonomous region or municipality level; and
     4. Certificate issued by the school where the teaching achievements are reflected in teaching practice.
     Article 9 (Municipal Prize-Jury)
     The Shanghai Municipal Teaching Achievement Prize-Jury (hereinafter referred to as the Municipal Prize-Jury) shall be responsible for deciding teaching achievement prizes at the municipal level.
     The Municipal Prize-Jury consists of several persons with senior professional and technical titles before the start of each evaluation. The members of the Municipal Prize-Jury shall be nominated by the municipal educational administrative departments and approved by the Shanghai Municipal People's Government.
     The municipal educational administrative departments shall submit all the applications for teaching achievement prizes to the Municipal Prize-Jury for evaluation and examination after the receipt of these applications.
     Article 10 (Challenge System)
     The members of the Municipal Prize-Jury shall give an objective and impartial evaluation and examination. The member of Municipal Prize-Jury shall not participate in evaluation and examination if the teaching achievement project under evaluation and examination is applied by the member of the Municipal Prize-Jury himself or herself, his or her working unit or by his or her relative, teacher or student or any other interested person or party.
     Article 11 (Evaluation Period)
     The teaching achievement prizes at the municipal level shall be awarded once every four years.
     The municipal educational administrative departments shall publish to the society three months before the start of each evaluation.
     Article 12 (Prize-giving Department)
     The special prize and the first prizes of teaching achievement prize at the municipal level shall be approved and awarded by the Shanghai Municipal People's Government. The second prize and the third prize shall be awarded by the Municipal Prize-Jury.
     Article 13 (Ownership of Bonus)
     The municipal educational administrative departments shall issue the corresponding certificate and award bonus of certain amount to the winner of teaching achievement prize at the municipal level. The bonus shall belong to the winner and shall not be retained by any unit or individual.
     Article 14 (Fund Source)
     The incentive fund for teaching achievement prizes at the municipal level shall be drawn from the operational expenses allocated under the budget of this Municipality.
     Article 15 (Personnel Incentive)
     The merits of the winners of teaching achievement prizes at the municipal level shall be recorded in the personal files as one of the bases for check-up, promotion and conferment of academic titles.
     Article 16 (Recommendation to Apply for Teaching Achievement Prizes at the State Level)
     The winners of the special prize and the first prizes of teaching achievement prize at the municipal level shall be recommended by the municipal educational administrative departments on a selective basis to apply for teaching achievement prizes at the state level.
     Article 17 (Handling of Violation)
     To those winners who employ trickery or plagiarize other person' s teaching achievement, the municipal educational administrative departments shall cancer his/her reward, retrieve the certificate and bonus and instruct the relevant unit to give disciplinary sanction to the party concerned.
     If the member of the Municipal Prize-Jury violates Article 10 of the present Procedures and participates in the evaluation of the teaching achievement projects that he or she should have avoided, such project shall be re-evaluated by the Municipal Prize-Jury according to the relevant requirements.
     Article 18 (Teaching Achievement Prizes at the District or County Level)
     The requirements for evaluation, prize grades and bonus value, evaluation organization and procedures of teaching achievement prizes at the district, county, committee, office or bureau level (including universities and colleges of high education) shall be formulated according to the practice by the district or county people's government or the committees, offices and bureaus themselves and shall be filed with the municipal educational administrative departments.
     Article 19 (Department Responsible for Interpretation in Application)
     The municipal educational administrative departments shall be responsible for the interpretation of the present Procedures in the specific application.
     Article 20 (Date of Implementation)
     The present Procedures shall become effective on the date of promulgation.
