AND STOREHOUSES OF FOOD FOR EXPORT

[Article 1] The Detailed Rules for the Registration of Factories and Storehouses of Food for Export (hereinafter referred to as the Detailed Rules) are formulated in accordance with the second and third chapters of the "Provisions of the People's Republic of China On Sanitation of Food For Export (For Trial Implementations)."

[Article 2] All factories and storehouses engaged in processing of food for export must apply to the provincial commodity inspection authorities for registration on the basis of the categories of the commodities and in line with the "Minimum Sanitary Requirements For Factories and Storehouses of Food For Export (For Trial Implementation)" (hereinafter refered to as the Minimum Sanitary Requirements) and the Detailed Rules.

Subsidiaries of the factories (workshops) and storehouses in different places should apply for registration separately.

[Article 3] Factories and storehouses of food for export must obtain the sanitation licences from the local public health authorities before applying for registration.

For registration, they must first fill in application forms and submit them to the competent provincial departments in charge of production for examination and approval and then make applications to commodity inspection authorities.

[Article 4] Upon receiving the applications, the commodity inspection authorities should send veterinarians and food sanitation inspectors to conduct inspection.üü The factories and storehouses proved up to the "Minimum Sanitary Requirements" will be submitted to be re-examined for approval by State Administration of Import and Export Commodity Inspection (Hereinafter refered to as SACI), which is the only competent authority to issue the registration certificates and code numbers.

[Article 5] Any factory and storehouse intending to apply for registration in foreign countries must first obtain the domestic certificate and code number, and then they must fill in application forms for registration in foreign countries, submit them to local export agency for examination in line with the veterinary and sanitary regulations and requirements for food of the health departments of the relative import countries and finally apply to commodity inspection authorities.

[Article 6] Upon receiving the applications for registration in foreign countries, commodity inspection authorities should send veterinarians and food sanitation inspectors to carry out preliminary inspection.

Those proved up to the veterinary and sanitary regulations and requirements for food of the health departments in relative import countries will be submitted to be re-examined for approval by SACI, which is in charge of handling the formalities for registration in the relative countries in a unified way.

[Article 7] The registered factories and storehouses of food for export enjoy a term of validity for two years.üü when the term expires, new registration certificates and code numbers will be issued for those having passed through the reinspection.üü If any registered factory or storehouse is found failing to meet the "Minimum Sanitary Requirements" by the commodity inspection authorities within the term of validity, its registration certificate and code number will be revoked upon the approval of the SACI.üü However, when it meets the "Minimum Sanitary Requirements" once again through improvement, its registration certificate and code number will be resumed.

[Article 8] If any factory that has registered in foreign countries is found by the commodity inspection authorities failing to meet the veterinary and sanitary requirements of the health department of the relative country, it should, upon the approval of SACI, suspend its export of food products to the relative country.üü It can only resume export when it meets the requirements once again through inprovements.

[Article 9] The application forms and registration certificates will be made up by SACI in a unified way.
