Measures of Beijing Municipality on Administration of "Three Doorstep Assignments" Responsibility System

Measures of Beijing Municipality on Administration of "Three Doorstep Assignments" Responsibility System

(Promulgated by Decree No. 24 of Beijing Municipal People's Government on March 18, 1999)

Article 1 These Measures are formulated for the purposes of raising urban governance level, creating clean and beautiful urban environment and good social order, improving and perfecting the "three doorstep assignments" responsibility system in line with the actual situation of this Municipality.

Article 2 Organs, organizations, military forces, enterprises, institutions and administrative units of trade fairs, markets, construction sites, parking lots and bicycle sheds and individual industrialists and traders (hereinafter referred to as the units) in organic townships, development zones, scenic spots and historical sites in the urban areas of this Municipality, suburbs and far suburban counties must observe these Measures.

Sub-district offices and town and township people's governments are responsible for guiding neighborhood and villagers' committees to mobilize, through working out residents' or villagers' conventions, their respective areas' residents and villagers to do a good job of doorstep environmental sanitation, greening, beautification and assist in the maintenance of social order.

All citizens residing and living in this Municipality have the duties to participate in the "three doorstep assignments" responsibility system work and maintain good urban environment.

Article 3 The "three doorstep assignments" responsibility system management of this Municipality shall follow the principle of specialized management combining with mass management. Every unit must assume the following "three doorstep assignments" responsibilities:

1. Assignment of environmental sanitation. Take full responsibility for neat and clean environment, sweeping the ground, removing spits, dirt, wastes, stagnant water and snow drifts, and curbing the behavior of spitting, littering, posting and hanging indiscriminately in the designated responsibility area;

2. Assignment of greening. According to the planning and deployment of gardening authorities, plant and preserve trees, grass and flowers and protect greening facilities in the designated responsibility area;

3. Assignment of social order. Not piling up odds and ends indiscriminately, not setting unlicensed stands and stalls, not erecting unauthorized additions, and not parking vehicles disorderly.

Upon discovering other units or individuals violating these provisions or in case of brawl, affray and other violations of public security management provisions, those who are responsible have the right to take measures of dissuasion and curbs, and shall report to relevant administrative departments;

Article 4 The "three doorstep assignments" responsibility area of each unit is designated according to the following principles:

1. The "three doorstep assignments" responsibility area of each unit is designated by the sub-district office or town/township people's government at the place where the unit is located. For storefront units on either side of an urban road, their responsibility area is from their roadside foundation lines ( or from the guard rails or enclosures, if any) to the pavement curb, or to the center lines of roads if there is no pavement; for units without neighboring units, the responsibility area starts from the foundation lines all around the unit (or from the guard rails or enclosures, if any);

2. Where there are trade fairs, markets, parking lots, bicycle sheds and scattered stalls in the units' responsibility area of the "three doorstep assignments", the managing units of the fairs, markets, parking lots and bicycle sheds and the operators of the scattered stalls shall bear corresponding responsibilities according to the approved or prescribed area.

Article 5 All units that assume "three doorstep assignments" responsibilities according to these Measures must observe the following provisions:

1. Accepting supervision and inspection conducted by relevant municipal, district and county departments and sub-district offices and town/township people's governments;

2. Assigning special persons armed with necessary tools to take charge of the daily maintenance of responsibility area of the "three doorstep assignments", keeping the ground from being covered with spits, butts, scraps, ensuring that there are no hanging or scattered plastic bags and other wastes, no sewage or dirt, no disorderly piling-up or parking, no erecting unauthorized additions, no posting or hanging indiscriminately, no wastes or discards in green land, and having trees, grass and flowers under good conservation, no tying or nailing to, cutting or scratching on trees, and keeping greening facilities in good condition.

Article 6 The Municipal Public Works Administrative Commission shall take charge of the administration of "three doorstep assignments" responsibility system in this Municipality, and the district and county people's governments shall take charge of organizing the its implementation.

Sub-district offices and town and township people's governments shall take specific charge of carrying out the "three doorstep assignments" responsibility system, signing annual responsibility deeds of "three doorstep assignments" with the units in their respective jurisdictions.

Article 7 The district and county people's governments shall supervise and inspect the implementation of the "three doorstep assignments" responsibility system carried out by the sub-district offices and town and township people's governments.

Supervisory brigades of urban governance in urban and suburban areas shall punish those who violate the management of "three doorstep assignments" responsibility system.

Far suburban district and county people's governments shall appoint relevant departments to punish those who violate the management of the "three doorstep assignments" responsibility system.

The departments of municipal planning, municipal appearance and environmental sanitation, gardening, and industrial and commercial administration shall, according to their respective functions and law, punish those violating the laws, regulations and rules governing municipal planning, municipal appearance and environmental sanitation, municipal greening, scenic spots and historical sites, industrial and commercial administration.

Article 8 Any units violating these Measures shall be ordered to make the corrections, and according to the degree of seriousness, and be fined between 200 yuan and 1,000 yuan, and the persons-in-charge of the units shall be fined between 20 yuan and 50 yuan.

Article 9 The Municipal Public Works Administrative Commission shall be responsible for interpreting these Measures in their application.

Article 10 These Measures shall become effective as of April 1, 1999. The Measures of Beijing Municipality on Administration of the "Three Doorstep Assignments" Responsibility System enacted by the Municipal People's Government on December 17, 1985 shall be repealed at the same time.
