APEC Work Plan on LAISR towards 2010 (LAISR 2010)

Introduction

1. Structural reform in APEC economies is essential for realising the full benefits of trade and investment liberalisation and hence contributes to the achievement of the Bogor Goals.

2. The Economic Committee (EC) is responsible for conducting policy-oriented economic research and in-depth analysis of key cross-cutting economic issues. As part of this role, the EC is responsible for leading APEC’s structural reform work programme.

3. Recognizing the importance of coordination, the APEC Work Plan on LAISR towards 2010 (LAISR 2010) aims to develop a “whole of APEC” approach for carrying out structural reform activities in APEC that is consistent with the LAISR statement*.

4. To ensure the effective implementation of this work programme, the EC will require ongoing support and guidance from Leaders and Ministers as it works with other APEC fora involved in structural reform activities, including CTI, SELI, CPDG and the Finance Ministers’ Process.

5. The objective of LAISR 2010 is to set out a road map for addressing structural reform issues in APEC. For each year from 2006 to 2010, 2-3 coordinating economies, ideally from both developed and developing economies, will take the lead on a particular policy issue. The coordinating economies will undertake policy-oriented work in this area, which may include policy dialogues at the EC2, capacity-building projects and a recommendation or good practice paper. This work will be conducted within a one to two-year time frame. The key findings of this work will be submitted to Ministers and Leaders.

6. The key themes, and related work, will be chosen based on three main criteria:

7. In 2010, the EC will conduct a stocktake on APEC’s progress on structural reform, including an overview of how the work programme has contributed towards the achievement of the Bogor Goals.

8. The EC has already started to establish a detailed work plan for LAISR 2010, outlined below. This is not an exhaustive list. Other policy-oriented work generic to structural reform or related to a particular policy theme will be considered on a case-by-case basis, based on the criteria outlined in paragraph six. The EC also commits to agreeing key policy themes for 2008 and 2009 at EC1 in 2006.

1. * In 2004, APEC Leaders adopted “Leaders’ Agenda to Implement Structural Reform (LAISR)” as further clear guidance to promote structural reform in APEC. The following areas were identified as APEC’s prioritized areas: regulatory reform, strengthening economic legal infrastructure, competition policy, corporate governance and public sector management.
