Law on the Secretariat Offices in Afghanistan - 1933

LAW OF THE SECRETARIAT OFFICES


IN AFGHANISTAN


14 AQRAB 1312


In carrying out the duties with which they have been entrusted, the secretariate shall observe the following regulation:


ARTICLE 1: Communication addressed by a minister to the Prime Minister shall be prepared by the secretariat offices. Likewise, documents, Petitions, and proposals sent from the offices of the ministries to the office of the Prime Minister shall be received and indexed by the secretariat office and, after routing instructions have been obtained, shall be dispatched to their destinations.


ARTICLE 2: Matters not pertaining to any section of the ministry and concerning which orders and instructions have been given by the minister, shall be sent to the central and provincial offices for action, incoming problems which have by the secretariat upon approval by the minister.


ARTICLE 3: Projects and programs which the minister has decided to carry out, with regard to the efficiency of a ministry, shall be prepared and publicized by the secretariat.


ARTICLE 4: The minister shall order the secretariat to retain and act upon secret and special correspondence and instructions entrusted to him personally, after he has reviewed them.


ARTICLE 5: It is the duty of the office of the secretariat to carry out the secretarial work of the meeting of the ministry and of the advisory council of the provinces.


ARTICLE 6: All the secretariat offices, the central and provincial offices and other offices of the government, shall observe the provision of these regulations.
